Computer slower

Internet on PC is much slower than on phone. I pay for 100 mb. On my PS4 (directly plugged to router) I get about 80. On my phone, measured where my PC is, I get 30-40. On my PC (I use a 300 mb capacity USB antenna, can't use a cable) I get 15-20 on average. Not only this, but it is also incredibly unstable and disconnects every few minutes.
